The move was announced at a Tulare City Council meeting, where City Manager Marc Mondell described a process where they looked for candidates with strong moral character, honesty, trustworthiness, integrity, and cool under pressure.
"He's proven himself to be the candidate that can remain calm and collected under pressure, which is critical for this position and for the department," Mondell said. "He has steadily risen through the ranks of the department for a high level of success. He has served as a captain in the police department since 2015."

Ynclan addressed the council after the announcement, which was met by applause.
"As your chief, I would like for the citizens first and foremost to know that we will continue to strive far beyond excellence," he said. "I have future goals and visions for this department. I welcome community input, employee input, better practices of community policing technology, social media, equipment needs, and the list goes on and on. We are currently at the beginning processes of a strategic plan that will touch all aspects of our department."
Ynclan thanked outgoing Police Chief Wes Hensley.
"I've always wanted to say that my friend, my mentor thank you so much, Wes, for believing in me early on and although I don't say much I always listened to your wisdom, your input, and your advice. This office is too important to let fail and I will not let you down sir," Ynclan said.
Ynclan choked up thanking his supporters and family.
"The support and assurance you gave me inspired me to perform way better than I ever could have on my own."
Tulare Mayor Dennis Mederos praised Ynclan.
"I had my fingers crossed the whole time that he hit a home run when all of this was going on," Mederos said. "How you performed yourself, how you handle the various questions that were thrown at you, you didn't just get a home run - you hit a grand slam homer. You're gonna do a great job."
